The European Commission has released a new amended draft of the Horizon Europe Cluster 1 Health Work Programme 2026-2027 in its comitology register, which brings much-needed clarity for organisations planning proposals for the Horizon Europe Health 2027 calls. Most importantly, the draft confirms a significant change to the application calendar: 17 February 2027 is now the planned deadline for the HORIZON-HLTH-2027-01 single-stage call topics and stage 1 of HORIZON-HLTH-2027-02-two-stage topics. In this introductory blog, we look at the 2027 call topic landscape and what the new timetable means for applicants. A further call, HORIZON-HLTH-2027-03, is planned to open on 3 June 2027 with a deadline of 16 September 2027.

The six Health Destinations – 17 call topics to apply to

With the new draft confirming the change of deadlines, it is time to start planning resources and putting consortia together for successful submissions early next year. Although minor changes might still happen, it is advisable to start preparing your proposal well before the calls are officially launched, about two months before the deadline.

As usual, the draft Health Work Programme is structured around the six key Destinations, with each targeting specific health challenges:

1. Staying healthy in a rapidly changing society
2. Living and working in a health-promoting environment
3. Tackling diseases and reducing disease burden
4. Ensuring access to innovative, sustainable and high-quality healthcare
5. Developing and using new tools, technologies and digital solutions for a healthy society
6. Maintaining an innovative, sustainable and competitive EU health industry

The 2027 call topics range from disease prevention and innovative therapeutics to climate and health, personalised medicine, diagnostics, bioprinting and advanced AI for healthcare. Interestingly, Destination 3 Tackling diseases and reducing disease burden concentrates the highest budget (€ 277.9 out of € 609.7 million) and also the highest number of call topics and expected approved projects (7 call topics and 33 projects).

A closer look at the 19 call topics of the draft Health Work Programme allows us to see that there are 10 single-stage call topics in February 2027, four two-stage calls (for which, initially, a short blind proposal of ten pages is submitted first and then, once admitted to the second stage, the full proposal can be submitted), and three single-stage topics in 2027.

Horizon Europe 2027 health call topics – key facts for you to know

The 2027 Health call topics vary considerably in scope and funding conditions, including the type of action, topic budget, expected EU contribution per project and indicative number of projects to be funded. The 17 Health call topics differ considerably in their funding conditions, including the type of action, available budget and expected EU contribution per project. Together, they represent an indicative budget of around €609.7 million, with approximately 75 projects expected to be funded. Individual project budgets range from around €2.9 million to €12 million, as shown in the tables below.
