Frequently asked questions

Communication, dissemination and exploitation are related but distinct elements of a Horizon Europe project's impact strategy. Communication raises awareness of the project and its activities among relevant audiences. Dissemination shares project results with audiences that can learn from or build upon them, including researchers, industry and policymakers. Exploitation focuses on the use of project results, for example through further research, commercialisation, standardisation, policymaking or new services. Together, these activities help translate project outputs into longer-term impact.

The appropriate activities depend on the project's objectives, target audiences and expected results. They may include a project website, social media, newsletters, scientific publications, conferences, stakeholder workshops, policy engagement, videos, press activities and other targeted formats. Rather than presenting a generic list of channels, a strong Horizon Europe approach should identify specific audiences, messages, objectives, activities and indicators and connect them with the project's expected outcomes and impacts.

Planning should begin during proposal development rather than after the project has been funded. Horizon Europe evaluators consider how applicants intend to maximise the project's impact, so target audiences, communication activities, dissemination routes and exploitation pathways should already be credible at proposal stage. These plans can then be refined throughout implementation as project results and stakeholder needs develop.

An exploitation strategy explains how valuable project results will be used during and after the funded project. It identifies key exploitable results, potential users and beneficiaries, ownership and intellectual property considerations, routes towards uptake and the actions needed to realise that potential. Exploitation can include commercialisation, licensing, further research, standardisation, policy uptake, new services or other forms of use. A credible exploitation approach demonstrates how project results can continue generating scientific, societal or economic value beyond the project's lifetime.
