Analysing Horizon Europe Health 2025 proposal submissions – trends and takeaways

The Horizon Europe Health Cluster (CL1) closed its single-stage and stage-1 calls on 16 September 2025. With budgets totalling over €789 million across topics ranging from phage therapy to digital twins in healthcare, the competition was fierce. Submission statistics now show not only the scale of interest but also the hotspots where researchers and companies are focusing their energy. Horizon Europe 2025 submissions – digging into the numbers

The Horizon Europe Health calls closed on 16 September 2025 with strong interest across all six Destinations. In total, 1,444 proposals were submitted: 749 to single-stage call topics, and 695 to stage 1 of two-stage call topics. The tables below capture the full picture: how much funding is on the table, how many projects the Commission plans to support and how many proposals were submitted. The estimated success rates span from 1.7% for the overly subscribed HORIZON-HLTH-2025-01-CARE-01 call topic, to 40% in HORIZON-HLTH-2025-01-TOOL-05, with variable estimated success rates within the destinations.

The European Commission is expected to inform applicants of the evaluation results no earlier than 21 January 2026 and by 16 February 2026, i.e. 5 months after the deadline at the latest. Looking ahead, the draft Horizon Europe Health Work Programme 2026-2027 is already available. It outlines the next set of research and innovation priorities, building on the lessons and momentum of the 2025 calls. While still subject to final adoption, the draft provides applicants with early insights into upcoming topics, budgets and deadlines.
